No, you do not have to create a user account for all the volunteers. However, we recommend that you do so for most volunteers, as volunteers must have a user account to appear in the drop down lists that appear for scheduling and recording interactions

If some volunteers won't be logging into the system, you can create a user account for them anyway, and just not provide them with their password.

Alternatively, when scheduling or recording interactions for volunteers that don't have accounts, you can assign them to yourself, but then enter the volunteer's name manually in the "delivered by" field. But this option is best for situations where a visit is handled by a fill-in priest or deacon.
